Views from North Norway on the revision of the EU Arctic Policy

On behalf of our owners Nordland, Troms and Finnmark counties, and UiT the Arctic University of Norway, Nord University, Tromsø municipality and Salten Regional Council as partners, we welcome the opportunity to provide feedback on the revision of the EU Arctic Policy.

North Norway recommends that the revised EU Arctic Policy should:

1. Recognise that Arctic security is European security.
2. Strengthen investment in infrastructure, connectivity and preparedness.
3. Maintain targeted support for sparsely populated regions.
4. Acknowledge the role of the European Arctic in Europe’s energy security.
5. Strengthen research, innovation and knowledge institutions.
6. Promote a knowledge-based sustainability transition in Arctic economies.
7. Support resilient communities, youth participation and demographic stability.
8. Ensure strong regional and Indigenous participation in policymaking.
9. Treat the European Arctic as a distinct policy space within EU Arctic policy.
